Promised dates come from sales/operations. The board forecasts a projected completion from remaining stages and tier baselines; the gap between projected and promised is the slack. Orders flagged at risk are forecast to miss before the date arrives. Sorted worst-first.
Submittal packages on T3 / municipal jobs. The key question is whose court the ball is in — your team drafting/revising, or the reviewer sitting on it past turnaround (chase those). High revision counts flag rework or scope trouble.
